When I ride in a perfect straight line and don't move the handle bars there is no noise even when pedalling. It's only when i'm pedaling and moving the handle bars a bit.The battery is the single most expensive component in the vast majority of mid grade ebike builds. There's just no way around that. A quality pack that meets your needs would be a 36-48V 10 amp hour minimum battery pack and it will cost $300 minimum. If there's any 1 component you should splurge on it's the battery.

So, anything that is ~300W of assist is basically getting you into world-record land. Above that is overkill or making up for lack of ability to use gearing.
