Chris, first try to adjust the clutch. I attached some images from the manual. check the wiring. If the wiring does not reveal any problem and a clutch adjustment does not resolve it, it may be time to replace the clutch. Also check on here. IMO, you are restricted to the RC48-G20, RC54-G20, or RC60-G20 mower decks to mount on a Kubota G1900. You might possibly modify another Kubota deck to fit a G1900, but I doubt that you would ever get it "right". I have an RC60-G20 deck.

If it is in the TOP position, it will not go down as it is locked in the up position. The knob turns from the lower numbers through to the larger numbers i.e..
